It is the most overloaded word on the local market. One label covers a federal executive, a store manager and a contract project lead, three jobs whose conditions, timelines and criteria have nothing in common.

Three markets, one label

The first is public sector management: team leads, managers and executives in the federal public service. Competitions are formal and slow, and experience has to be demonstrated example by example rather than summarised.

The second is retail and service management: branch, restaurant and warehouse managers. Hiring is fast and floor experience wins. The third is project management, usually on contract through a professional services supplier, where certifications and documented years are what open the door.

What the posting does not always say

Check whether the role actually has direct reports. Many "manager" titles describe a senior individual contributor with no team, especially in technology and analysis.

Look at the hiring vehicle too. A role posted by a professional services supplier is nearly always a contract tied to a specific mandate with an end date, even when the ad says permanent.

Bilingualism at the supervisory level

The higher you go in the public sector, the more binding the bilingual requirement becomes. A large share of supervisory positions are designated, and the level required is often above what an equivalent working-level job asks for.

In the private sector the constraint shifts to the customer: a management role touching the public or government accounts will want both languages, a purely internal one much less often.
